India Standard Pipe and Tube: Amended Final Results of AD Admin Review

The Commerce Department is amending the published final results of an antidumping duty administrative review on welded carbon steel standard pipes and tubes (pipe and tube) from India (A-533-502), based on a Nov. 7 final judgment in a court case challenging those final results. Commerce calculated a revised AD rate for Garg Tube Limited and Garg Tube Export LLP (collectively, Garg Tube) in the review, which covered the period May 1, 2018, through April 30, 2019. The new rates are applicable Nov. 17, 2024.

The original final rate for these affiliated companies, the only ones subject to the review, published March 19, 2021, was 13.9%.

The new AD rate is as follows:

Exporter/ProducerAD Rate
Garg Tube Export LLP and Garg Tube Limited4.25%

Because Garg Tube doesn't have a superseding cash deposit rate, i.e., there haven't been final results published in a subsequent administrative review, Commerce will issue revised cash deposit instructions to CBP. Entries from Garg Tube during the review period will be assessed AD at importer-specific rates.

(The review period is 05/01/18 - 04/30/19. See Commerce's notice for more information, including the scope of the order, detailed cash deposit and assessment instructions, etc. See 2103180020 for a summary of the original final results of this administrative review.)
