India Stainless Steel Flanges: Prelim Results of AD Admin Review

The Commerce Department has published the preliminary results of its antidumping duty administrative review on stainless steel flanges from India (A-533-877). In the final results of this review, Commerce will set assessment rates for subject merchandise for the companies under review entered Oct. 1, 2022, through Sept. 30, 2023.

Commerce has ordered liquidation “as entered” at the cash deposit rate in effect at the time of entry for subject merchandise from exporters for which a review was not requested (ADCVDWeb Message # 4016404).

In these preliminary results, Commerce is also rescinding this review for three companies, (1) Hilton Metal Forging Limited (Hilton); (2) Jay Jagdamba Profile Private Limited (Jay Profile); and (3) Shree Jay Jagdamba Flanges Private Limited (Shree Jay), because there were no suspended entries of subject merchandise produced or exported by these companies during the review period. Entries from these companies also will liquidate as entered.

Cash Deposit Requirements

Once Commerce issues its final results, new AD duty cash deposit requirements may take effect for some companies, beginning on the date of publication of the final results in the Federal Register. Commerce preliminarily calculated the following AD duty cash deposit rates:

Average rate. Commerce is not individually investigating 11 companies subject to this review, and will instead assign them an average of the rates assigned to the two individually reviewed companies. The 11 companies are listed in Appendix II of the notice.

Assessment Rates

As part of this administrative review, Commerce also will calculate the AD duties it will assess on importers for entries of subject merchandise entered Oct. 1, 2022, through Sept. 30, 2023. If these preliminary results are confirmed in the final results, Commerce will liquidate entries from Chandan and BFN/Viraj at importer-specific rates, and from importers of subject merchandise exported by the 11 other companies under review at the AD rate listed above.
