India Quartz Surface Products: Amended Final Results of AD Admin Review

The Commerce Department is amending the published final results of an antidumping duty administrative review on certain quartz surface products from India (A-533-889), based on a settlement reached Oct. 16 in a court case challenging those final results. Commerce calculated revised AD rates for the mandatory respondents, led by the Antique Group of companies, and for certain exporters that were not selected for individual examination. The new rates are applicable Oct. 23.

The administrative review covered entries during the period Dec. 13, 2019, through May 31, 2021. The original final rates for these companies, published Jan. 9, 2024, were 323.12% and 3.19%, respectively.

The stipulation for entry of judgment includes an amended final AD rate for Antique Group of 3.58%. Commerce also will set importer-specific dumping margins for the remaining unliquidated entries of the particular non-selected companies at 1.02%. The rate for Pokarna Engineered Stone Limited, at zero percent in the original final results, is unaffected by the settlement.
