European Companies Shipping to Russia Through Third-Country Transporters, Kharon Says
Risk advisory firm Kharon said it has recently identified “numerous cases” of European companies directly and indirectly sending dual-use items to Russia, including through logistics firms based in the Baltic region and the United Arab Emirates.

Some of those exports occurred as recently as January, the firm said, but it highlighted one case in which a Dutch company shipped more than $3 million worth of dual-use technology and other items -- including printed circuits, ball bearings, transformers, and instruments using optical radiation -- to a Russian entity between March and June 2022. Kharon said trade records show the Dutch company, which the firm didn’t name, first shipped these items to logistics firms, including companies based in Latvia and the UAE. “These logistics companies then shipped the same type of products directly to the same Russian entity,” Kharon said.
“These case studies are indicative of the challenges facing both regulators and companies in the private sector in enforcing export controls against Russia,” it said.
