China Forged Steel Fittings: Prelim Results of AD Admin Review
The Commerce Department has published the preliminary results of its antidumping duty administrative review on forged steel fittings from China (A-570-067). In the final results of this review, Commerce will set assessment rates for subject merchandise from the two companies under review entered Nov. 1, 2022, through Oct. 31, 2023.

Commerce said it is rescinding the administrative review with respect to Qingdao Bestflow Industrial Co., Ltd. and Xin Yi International Trade Co. Ltd., because petitioner Bonney Forge Corp. withdrew its requests for review.
Commerce found that the two companies remaining under review did not qualify for separate rate status and thus they were assigned to the China-wide entity, with a rate of 142.72%, which is not subject to review and will not change as a result of this review.
Commerce ordered liquidation “as entered” at the cash deposit rate in effect at the time of entry for subject merchandise from exporters for which a review was not requested, in a message to CBP (ADCVDWeb Message # 4036402).
Cash Deposit Requirements
Once Commerce issues its final results, new AD duty cash deposit requirements may take effect for some companies, beginning on the date of publication of the final results in the Federal Register. Commerce preliminarily calculated the following AD duty cash deposit rates:

* China-wide rate. Commerce said Jiangsu Forged didn't demonstrate independence from state control, or otherwise didn't respond to Commerce Department questionnaires, therefore it was assigned to the China-wide entity rate of 142.72%. The agency said that while mandatory respondent Yingkou Guanming did respond to separate rate questionnaires, it didn't respond, as required, to the AD questionnaire.
Assessment Rates
As part of this administrative review, Commerce also will calculate the AD it will assess on importers for entries of subject merchandise entered between Nov. 1, 2022, and Oct. 31, 2023. If these preliminary results are confirmed in the final results, importers of subject merchandise exported by Yingkou Guangming and Jiangsu Forge would be assessed AD at the China-wide rate.
