Commerce is rescinding the review with respect to seven companies that had their requests for review withdrawn. The companies are listed in Appendix II of the notice.

Commerce has ordered liquidation “as entered” at the cash deposit rate in effect at the time of entry for subject merchandise entered July 1, 2022, through June 30, 2023, that was exported by companies that are not under review (i.e., all except those listed below) (ADCVDWeb Message # 3296403).

Cash Deposit Requirements

Once Commerce issues its final results, new AD duty cash deposit requirements may take effect for some companies, beginning on the date of publication of the final results in the Federal Register. Commerce preliminarily calculated the following AD duty cash deposit rates:

ExporterAD Rate (Prelim)
Prinx Chengshan Tire (Thailand) Co., Ltd.4.95%
Sumitomo Rubber (Thailand) Co., Ltd.3.82%
Non-Individually Examined Companies (5 companies)*3.93%

* The five non-individually examined companies are: Bridgestone Company, Ltd.; Bridgestone Tire Manufacturing (Thailand) Co., Ltd.; S.R. Tyres Co., Ltd.; Thai Bridgestone Co., Ltd.; and Vee Tyre & Rubber Co., Ltd.

Assessment Rates

As part of this administrative review, Commerce will also calculate the AD it will assess on importers for entries of subject merchandise entered between July 1, 2022, and June 30, 2023. If these preliminary results are unchanged, Commerce will direct CBP to liquidate entries from Prinx and Sumitomo at importer-specific rates, and entries from the other companies under review at the rate listed above.

(The period of review is 07/01/22 - 06/30/23. See the notice for additional information, including the scope of the order, potential cash deposit and assessment instructions, etc.)
