Commerce Sets AD/CVD on Korea, Vietnam Aluminum Wire and Cable Made of Chinese Inputs
The Commerce Department will suspend liquidation and require antidumping and countervailing duties on aluminum wire and cable finished in South Korea and Vietnam using inputs from China, after preliminarily finding the imports are circumventing AD/CVD orders on aluminum wire and cable from China (A-570-095/C-570-096).

However, imports from Cambodia made with Chinese inputs will not at this time face AD/CVD, after Commerce preliminarily found they are not circumventing the China orders, Commerce said.
Suspension of liquidation and cash deposit requirements for Korean and Vietnamese aluminum wire and cable apply retroactively to entries on or after Oct. 19, 2023, which is the date that Commerce initiated the anti-circumvention inquiry (see 2310180043).
The agency’s preliminary circumvention findings on South Korea and Vietnam were country-wide, applying to all imports of aluminum wire and cable, regardless of the exporter, “assembled or completed” in either South Korea or Vietnam using Chinese-origin inputs, including “stranded wire and cables or unfinished” aluminum wire and cable.
Commerce is putting in place a certification scheme that will allow importers exporters of aluminum wire and cable from South Korea and Vietnam that isn’t made from Chinese inputs to certify that their goods aren’t subject to AD/CVD.
For Korean and Vietnamese wire and cable that isn’t made from Chinese inputs and was entered Oct. 19, 2023, through Aug. 7, 2024, the date Commerce’s preliminary circumvention finding is set to be published, Commerce said importers should complete certifications to avoid AD/CVD “as soon as practicable” and no later than Sept. 21.
For entries during that period of Korean and Vietnamese aluminum wire and cable that was made from Chinese inputs and is newly subject to AD/CVD, importers should file post-summary corrections changing the entries to Type 03, Commerce said.
