Mattresses: Details of AD Orders on 8 Countries
The Commerce Department issued antidumping duty orders on mattresses from Bosnia and Herzegovina (A-893-002), Bulgaria (A-487-001), Myanmar (formerly Burma) (A-546-001), Italy (A-475-845), the Philippines (A-565-804), Poland (A-455-807), Slovenia (A-856-002) and Taiwan (A-583-873). The orders detail a “gap period” of June 29 - July 4, 2024, of no AD duty liability.

This order sets permanent AD on mattresses from Bosnia, Bulgaria, Myanmar, Italy, the Philippines, Poland, Slovenia and Taiwan. Duties will remain in place unless revoked by Commerce, which may take place only under certain conditions, such as a sunset or changed circumstances review. Commerce will now begin conducting annual administrative reviews, if requested, to determine final assessments of AD on importers and make changes to AD cash deposit rates.
In its final injury determination, the International Trade Commission made a negative "critical circumstances" determination on imports of mattresses from Bosnia, Italy, the Philippines and Taiwan. As a result, Commerce will instruct CBP to lift suspension of liquidation and to refund any cash deposits collected on entries from these countries prior to March 1, 2024. The ITC made an affirmative critical circumstances determination for Myanmar, so AD liability remains in effect for entries from Vietnam on or after Dec. 2, 2023.
Gap Period of No AD Suspension of Liq or AD Duties for May 22 - June 2
For these investigations, the four-month provisional measures period for which the AD suspension of liquidation may remain in effect before the order is issued (extendable to six months but not extended in these investigations) began on March 1, 2024, the date of the preliminary determinations, and ended on June 28, 2024.
As the ITC's final affirmative injury determination was published July 5, Commerce is instructing CBP to terminate AD suspension of liquidation and to liquidate, without regard to AD, unliquidated entries of subject merchandise entered on or after June 29 and through July 4 (the gap period).
(For subject merchandise from Bosnia, Italy, the Philippines and Taiwan entered March 1, 2024, through June 28, 2024, and from Myanmar entered Dec. 2, 2023, through June 28, 2024, AD suspension of liquidation and AD liability remains in effect.)
AD Suspension of Liq, Cash Deposit Instructions
Suspension of liquidation resumes for all entries of subject merchandise entered on or after July 5, the date that the final ITC affirmative injury determination was published. AD cash deposit requirements also resume as of that date. Commerce will instruct CBP to require, at the same time that importers deposit estimated duties, a cash deposit equal to the AD rates listed below:
