UAE Circular Welded Pipe: Final Results of AD Admin Review

The Commerce Department has published the final results of the antidumping duty administrative review on circular welded carbon-quality steel pipe from the United Arab Emirates (A-520-807). These final results will be used to set final assessments of AD duties on importers for subject merchandise entered Dec. 1, 2021, through Nov. 30, 2022.

Some changes to calculations were made since the preliminary results were released, resulting in slightly lower AD rates across all companies reviewed and the review average rate.

For exporters of subject merchandise that were not under review (i.e., all except the companies listed below), cash deposit rates remain at the level set in the most recent review of each respective company. If the exporter has never been assigned its own AD rate but the manufacturer has, the rate assigned to the manufacturer applies. For merchandise manufactured and exported by companies that have never been assigned a cash deposit rate by Commerce, the all-others rate of 5.95% applies.

New Cash Deposit Rates Take Effect July 12

For entries on or after July 12, the date these final results were published in the Federal Register, Commerce is setting new AD duty cash deposit rates for subject merchandise produced or exported by five companies, as follows:

Assessment Rates for Entries December 2021 - November 2022

Commerce is using the rates it calculated in these final results to calculate assessments of AD on importers of subject merchandise for entries between Dec. 1, 2021, and Nov. 30, 2022. For entries from Conares and Universal, Commerce will calculate importer-specific rates. For the other exporters subject to this review, Commerce will assess AD at the rates listed above.
