Malaysia PC Wire Strand: Prelim Results of AD Admin Review

The Commerce Department has published the preliminary results of its antidumping duty administrative review on prestressed concrete steel wire strand from Malaysia (A-557-819). In the final results of this review, Commerce will set an assessment rate for subject merchandise for the single company under review entered June 1, 2022, through May 31, 2023.

Commerce said it is preliminarily rescinding the review for one company that had no suspended entries during the review period: Southern Steel Sdn. Bhd.

Commerce has ordered liquidation “as entered” at the cash deposit rate in effect at the time of entry for subject merchandise from exporters for which a review was not requested or a review request was subsequently withdrawn (AD/CVDWeb Message # 3256405).

Cash Deposit Requirements

Once Commerce issues its final results, new AD duty cash deposit requirements may take effect for the three companies remaining in the review, beginning on the date of publication of the final results in the Federal Register. Commerce preliminarily calculated the following AD duty cash deposit rates:

For companies not participating in this review, the cash deposit rate will continue to be the company-specific cash deposit rate published for the most recently completed review. If the exporter isn't a firm covered in this review, but the producer is, then the cash deposit rate will be the cash deposit rate established for the most recently completed review for the producer of the merchandise. The cash deposit rate for all other producers or exporters will continue to be 5.13%, the all-others rate.

Assessment Rates

If these preliminary results are confirmed in the final results, importers of subject merchandise exported by Kiswire will not be assessed AD, and subject merchandise exported by Wei Dat during the period June 1, 2022, through May 31, 2023, will be assessed AD duties at importer-specific rates. Exports by Southern PC will be assessed AD at the rate listed above.
