China Solar Cells: Final Results of AD Admin Review
The Commerce Department has published the final results of the antidumping duty administrative review on crystalline silicon photovoltaic cells from China (A-570-979). These final results will be used to set final assessments of AD duties on importers for subject merchandise entered Dec. 1, 2021, through Nov. 30, 2022.

Commerce rescinded the review for the 13 companies listed in Appendix II of the notice because they were found to have no suspended entries of subject merchandise during the review period.
New Cash Deposit Rates Effective July 5
For entries on or after July 5, the date these final results were published in the Federal Register, Commerce is setting new AD duty cash deposit rates for the companies under review. For any other exporters of subject merchandise that were not under review (i.e., all exporters of subject merchandise except those listed below), cash deposit rates will remain at the level set in the most recent review of each respective company. For companies that have never been assigned a cash deposit rate by Commerce, the China-wide rate applies. The new rates, the same as in the preliminary results of this review, are as follows:

No shipments. Commerce continued its preliminary finding that two companies -- Trina Solar (Changzhou) Science and Technology Co., Ltd. and Jinko Solar -- didn't have any exports to the U.S. during the period of review. The cash deposit rates currently in effect for these companies will not change, and any entries during the period of review reported under their case numbers will be assessed duties at the 238.95% China-wide rate.
China-wide entity. See Appendix II of the notice for the list of 35 companies determined not eligible for a separate rate, and therefore considered part of the China-wide entity, with an AD rate of 238.95%.
Assessment Rates for Entries December 2021 - November 2022
Commerce is using the rates it calculated in these final results to set assessments of AD duties on importers of subject merchandise for entries between Dec. 1, 2021, and Nov. 30, 2022. Commerce will not assess AD on entries from Shenzhen Sungold Solar nor for the five separate rate companies listed in the chart above. Importers of subject merchandise from the other companies under review will be assessed AD duties at the rates listed above.
