The agency plans to add the two Hanwha suppliers to Appendix V of its final circumvention determination (see 2308180044), which lists the Hanwha suppliers eligible for certification that the imported solar cells aren’t circumventing AD/CVD. Commerce’s final determination in the changed circumstances review is due in March but may come as soon as August if all parties to the case agree on the outcome.
