UAE Steel Nails: Prelim Results of AD Admin Review

The Commerce Department has published the preliminary results of its antidumping duty administrative review on steel nails from the United Arab Emirates (A-520-804). Rates calculated in this review will be used to set assessment rates for importers of subject merchandise from two producers and exporters -- Master Nails and Pins Manufacturing, LLC / Middle East Manufacturing Steel, LLC and Rich Well Steel Industries LLC -- that was entered May 1, 2022, through April 30, 2022.

Commerce already has ordered liquidation as entered, at the cash deposit rate in effect at the time of entry, for entries during the period of review from all exporters not under review, in a message to CBP (ADCVDWeb Message # 3234407).

Commerce said it is rescinding the review for 19 companies that had their requests for review withdrawn: (1) Al Falaq Building Materials; (2) Al Khashab Building Materials Co., LLC.; (3) Al Rafaa Star Building Materials Est.; (4) Al Sabbah Trading and Importing, Est.; (5) Al-Khatib Est. (6) All Ferro Building Materials, LLC.; (7) Asgarali Yousuf Trading Co., LLC.; (8) Azymuth Consulting, LLC.; (9) Burj Al Tasmeem, Tr.; (10) Gheewala Hardware Trading Company, LLC; (11) Madar UAE; (12) Mustafa Building Materials Co. (LLC); (13) New World International, LLC.; (14) Okzeela Star Building Materials Trading, LLC.; (15) Rishi International, FZCO; (16) Samrat Wire Industry, LLC.; (17) Sea Lan Contracting; (18) SK Metal International DMCC.; and (19) Trade Circle Enterprises, LLC.

Cash Deposit Requirements

Once Commerce issues its final results, new AD cash deposit requirements may take effect for the two companies remaining under review, beginning on the date of publication of the final results in the Federal Register. Preliminary rates are as follows:

Assessment Rates

As part of this administrative review, Commerce will also calculate final AD assessments on importers of subject merchandise exported by the companies under review that was entered May 1, 2022, through April 30, 2023. If the preliminary results are confirmed in the final results, importers of subject merchandise from MEM/Master and Rich Well won't be assessed AD. The cash deposit rate for all other producers or exporters will continue to be 4.3%, the all-others rate.
