France Steel CTL Plate: Prelim Results of AD Admin Review

The Commerce Department recently issued the preliminary results of its antidumping duty administrative review on certain carbon and alloy steel cut-to-length plate from France (A-427-828), calculating an AD rate of zero percent for Dillinger France S.A. If the agency's finding is continued in the final results, importers of subject merchandise from Dillinger France entered between May 1, 2022, through April 30, 2023, won't be assessed AD, and future entries from Dillinger France wouldn't be subject to AD cash deposits until further notice.

Commerce also said that it is rescinding this review for the following companies, which had their requests for review withdrawn: Entrepose Industries; Formica S.A.; Industeel France S.A.S.; and Laminoirs des Landes. AD cash deposit rates will not change for these companies. Any subject merchandise entered under their AD case numbers would be liquidated at the 6.15% all-others rate.

Commerce has already ordered liquidation as entered, at the cash deposit rate in effect at the time of entry, for entries during the period of review from all exporters not under review, in a message to CBP (ADCVDWeb Message # 3228408).
