Belgium Steel CTL Plate: Prelim Results of AD Admin Review
The Commerce Department recently issued the preliminary results of its antidumping duty administrative review on certain carbon and alloy steel cut-to-length plate from Belgium (A-423-812), calculating an AD duty rate of 2.52% for Industeel Belgium S.A. If the agency's finding is continued in the final results, importers of subject merchandise from Industeel Belgium entered between May 1, 2022, through April 30, 2023, will be assessed AD duties at importer specific rates, and future entries from Industeel Belgium would be subject to a 2.52% AD duty cash deposit rate effective on the publication date of the final results.

Commerce also preliminarily determined that 19 other companies selected for review had no suspended entries of subject merchandise during the review period. If Commerce confirms this finding in its final results, the AD duty cash deposit rate for these companies will not change as a result of this review. Any subject merchandise entered under their AD duty case numbers would be liquidated at the 5.4% all-others rate.
The 19 companies are: C.A. Picard GmbH; Dörrenberg Edelstahl GmbH; Edgen Murray; EEW Steel Trading LLC; Fike Europe B.A; Macsteel International; NLMK Belgium; NLMK Dansteel A.S.; NLMK Verona SpA; NobelClad Europe GmbH & Co. KG; RP Technik GmbH Profilsysteme; Salzgitter Mannesmann International GmbH; Stahlo Stahl Service GmbH & Co. KG; Stemcor USA; Thyssenkrupp Steel Europe; TWF Treuhandgesellschaft Werbefilm mbH; Tranter Service Centers; Válcovny Trub Chomutov A.S.; and voestalpine Grobblech GmbH.
Commerce has already ordered liquidation as entered, at the cash deposit rate in effect at the time of entry, for entries during the period of review from all exporters not under review, in a message to CBP (ADCVDWeb Message # 3228436).
