Commerce has already ordered liquidation as entered, at the cash deposit rate in effect at the time of entry, for entries during the period of review from all exporters not under review, in a message to CBP (ADCVDWeb Message # 3235401).

There were 38 companies with review requests that Commerce determined had no reviewable entries during the review period, so the review for those companies is rescinded (see Appenix II of the notice for a complete list of the companies.)

Cash Deposit Requirements

Once Commerce issues its final results, new AD cash deposit requirements may take effect for the companies remaining under review, beginning on the date of publication of the final results in the Federal Register.

Assessment Rates

As part of this administrative review, Commerce will also calculate final AD duty assessments on importers of subject merchandise exported by the companies under review that was entered between May 1, 2022, and April 30, 2023. If these preliminary results are confirmed in the final results, importers of subject merchandise from Pipe & Piling and its affiliates will be liquidated at importer-specific rates.

(The period of review is 05/01/22 - 4/30/23. See the notice for additional information, including the scope of the order, potential cash deposit and assessment instructions, etc.)
