Mexico Heavy Walled Rectangular Steel Pipes: Amended Final Results of AD Admin Review

The Commerce Department is amending the final results of an antidumping duty administrative review on heavy walled rectangular welded steel pipes and tubes from Mexico (A-201-847) to correct an error in its calculation for the AD rate for entries of subject merchandise from the one mandatory respondent, Productos Laminados de Monterrey S.A. de C.V. (Prolamsa), during the period Sept. 1, 2021, through Aug. 31, 2022.

The final results were effective April 9, with Prolamsa assigned a 2.28% AD rate. After the final results were published, Prolamsa's comments on them led Commerce to conclude it made an error in its calculation of the AD rate, with respect to the treatment of the currency in which Prolamsa incurred its U.S. inventory carrying costs. Correcting the error resulted in a change to Prolamsa’s weighted-average dumping margin, which is now 1.61%.

The rate change is applicable May 17, the date the amended results are scheduled to be published in the Federal Register.

Because Prolamsa’s rate is used in averaging to derive a rate for the 10 non-individually examined companies subject to the review, the review average rate also changes, from 3.28% to 2.86%.

The rate for the other mandatory respondent, Maquilacero S.A. de C.V., is unaffected (5.06%) by this amendment.

Amended cash deposit requirements will be effective retroactively upon publication of the amended final results of this administrative review in the Federal Register (i.e., May 17), for all shipments of the subject merchandise entered, or withdrawn from warehouse, for consumption on or after April 9.
