India Granular PTFE: Prelim Results of AD Admin Review
The Commerce Department has released the preliminary results of its antidumping duty administrative review on granular polytetrafluoroethylene resin (granular PTFE) from India (A-533-899). Rates calculated in this review will be used to set assessment rates for importers of subject merchandise from one producer and exporter that was entered during the period Sept. 2, 2021, through Feb. 28, 2023.

This review covers Gujarat Fluorochemicals Limited. Commerce has preliminarily determined that Gujarat made sales of subject merchandise to the U.S. at below normal value during the review period, and assigned it a 2.38% AD rate.
Cash deposit rates for all other exporters of subject merchandise will not change as a result of this review, and Commerce has ordered liquidation of entries from such companies “as entered” at the cash deposit rate in effect at the time of entry (ADCVDWeb Message # 3164418).
Once Commerce issues its final results, new AD duty cash deposit requirements may take effect for Gujarat, beginning on the date of publication of the final results in the Federal Register.
For companies not under review, the cash deposit rate will continue to be the company-specific rate published for the most recent period. If the exporter is not a firm covered in this review, but the manufacturer is, the cash deposit rate will be the rate established for the most recent period for the manufacturer of the merchandise. The cash deposit rate for all other manufacturers or exporters is 10.01%.
As part of this administrative review, Commerce will also calculate final AD assessments on importers of subject merchandise exported by the companies under review that was entered Sept. 2, 2021, through Feb. 28, 2023. If these preliminary results are confirmed in the final results, importers of subject merchandise from Gujarat would be assessed AD at importer-specific rates.
