Mexico Steel Wire Rod: Final Results of AD Admin Review

The Commerce Department released the final results of the antidumping duty administrative review on carbon and certain alloy steel wire rod from Mexico (A-201-830). These final results will be used to set final assessments of AD duties on importers for subject merchandise from companies under review entered October 2021 through September 2022.

Commerce said it made no changes to the rates preliminarily calculated for the two mandatory respondents in the review, but that in the preliminary results it inadvertently assigned a non-individually examined rate to certain entities that does not actually apply. The entities are Grupo Villacero S.A. de C.V., Talleres y Aceros S.A. de C.V., and Ternium Mexico S.A. de C.V. -- and the review was rescinded for those companies. Their current rates will not change.

New Cash Deposit Rates Take Effect April 1

For entries on or after April 1, the date these final results are scheduled for publication in the Federal Register, Commerce is setting new AD duty cash deposit rates as follows:

For exporters of subject merchandise that were not under review (i.e., all except the companies listed above), cash deposit rates remain at the level set in the most recent review of each respective company. If the exporter has never been assigned its own AD rate but the manufacturer has, the rate assigned to the manufacturer applies. For merchandise manufactured and exported by companies that have never been assigned a cash deposit rate by Commerce, the “all others” rate of 20.11% applies.

Assessment Rates for Entries October 2021 - September 2022

Commerce is using the rates it calculated in these final results to calculate assessments of AD duties on importers of subject merchandise for entries between Oct. 1, 2021, and Sept. 30, 2022. Entres from ArcelorMittal will be liquidated without regard to AD. For entries from Deacero, Commerce is calculating importer-specific AD duty rates.
