India Standard Pipe: Prelim Results of AD Admin Review

The Commerce Department has published the preliminary results of its antidumping duty administrative review on welded carbon steel standard pipes and tubes from India (A-533-502). The review began with 30 companies. In the preliminary results, Commerce determined to rescind the review for 29 of those companies because petitioner Nucor Tubular Products Inc., a domestic interested party, withdrew its request for an administrative review of them. The remaining company, Surya Roshni Limited, was preliminarily found to have no subject shipments during the period of review, May 1, 2022, through April 30, 2023, but will remain under review for appropriate instructions to be issued to CBP in the final results of the review, due in June.

As such, no new rates have been calculated.

If these preliminary results are upheld in the final results of this review, entries of subject merchandise during the review period May 1, 2022, through April 30, 2023, produced by Surya, will be liquidated at the all-others rate if there is no rate for the intermediate company(ies) involved in the transaction. For the 29 companies for which this review is rescinded, Commerce will instruct CBP to assess AD on all appropriate entries at a rate equal to the cash deposit of estimated antidumping duties required at the time of entry, or withdrawal from warehouse, for consumption, during the review period.

Commerce has ordered liquidation "as entered" at the cash deposit rate in effect at the time of entry for subject merchandise entered May 1, 2022, through April 30, 2023, that was exported by companies that are not under review (i.e., all except Surya) (ADCVDWeb Messages # 3233413).

Ltd.; Hydromatik; Jindal Quality Tubular Ltd.; KLT Automatic & Tubular Products Ltd.; Lloyds Line Pipes Ltd., Lloyds Metals & Engineers Limited; MARINEtrans India Private Ltd.; Patton International Ltd.; Raajratna Ventures Ltd.; Ratnamani Metals Tubes Ltd.; SAR Transport Systems Pvt.
