China Electrolytic Manganese Dioxide: Final Results of AD Admin Review

The Commerce Department has released the final results of the antidumping duty administrative review on electrolytic manganese dioxide from China (A-570-919). Commerce continued to find that the one company under review -- Duracell (China) Limited (DCL) -- isn't eligible for a separate rate and is part of the China-wide entity, with an AD rate of 149.92%.

The new 149.92% AD cash deposit rate for the DCL takes effect Feb. 9, the date the final results are scheduled to be published in the Federal Register. Commerce will direct CBP to assess antidumping duties on importers of subject merchandise from DCL at that 149.92% rate for entries Oct. 1, 2021, through Sept. 30, 2022.

For any other exporters of subject merchandise that were not under review (i.e., all exporters of subject merchandise except DCL), cash deposit rates will remain at the level set in the most recent review of each respective company. For companies that have never been assigned a cash deposit rate by Commerce, the China-wide rate of 149.92% applies. These cash deposit requirements will remain in effect until further notice.
