Italy Fluid End Blocks: Prelim Results of AD/CVD Admin Reviews

The Commerce Department on Feb. 6 published the preliminary results of its antidumping and countervailing duty administrative reviews on forged steel fluid end blocks from Italy (A-475-840/C-475-841). In the final results of this review, Commerce will set AD and CVD assessment rates for subject merchandise for the companies under review entered Jan. 1, 2022, through Dec. 31, 2022.

Only the exporters for which an administrative review was requested are covered by these reviews. Cash deposit rates for all other exporters will not change. Commerce has ordered liquidation “as entered” for entries during the period of review from all exporters for which a review was not requested (ADCVDWeb Messages # 3110406, 3111408).

Commerce is also ending its countervailing duty review for 19 companies, and its antidumping duty review for the same 19 companies plus one more (for a total of 20), after finding these companies had no shipments to the U.S. during the period of review. These companies' cash deposit rates won't change as a result of these reviews, and any entries under their case numbers will liquidate at the "all others" rate. AD Duty Cash Deposit Requirements

New AD cash deposit requirements may take effect beginning on the date of publication of the AD final results in the Federal Register. Commerce preliminarily calculated the following AD cash deposit rates:

CV Duty Cash Deposit Requirements

New CVD cash deposit requirements may take effect beginning on the date of publication of the CVD final results in the Federal Register. Commerce preliminarily calculated the following CVD cash deposit rates:

Assessment Rates

If these preliminary results are confirmed in the final results, importers of subject merchandise exported by Lucchini during the period Jan. 1, 2022, through Dec. 31, 2022, will be assessed AD at importer-specific rates, and importers from Cogne Acciai wouldn't be assessed AD. Entries from Roselli would be assessed AD at the rate listed above. In the final results, Commerce also will set CVD assessments for importers of subject merchandise entered in calendar year 2022.
