Germany Fluid End Blocks: Prelim Results of AD/CVD Admin Reviews

The Commerce Department has published the preliminary results of its antidumping and countervailing duty administrative reviews on forged steel fluid end blocks from Germany (A-428-847/C-428-848). Commerce preliminarily calculated an AD rate of 19.96%, and a CVD rate of 2.54%, for BGH Edelstahl Siegen GmbH, the only company still covered by each review. Any changes to BGH's cash deposit rates would take effect on the publication date of the final results of each review. Once Commerce issues its final results of the AD review, the agency will assess AD at importer-specific rates for entries of subject merchandise from BHG entered Jan. 1, 2022, through Dec. 31, 2022, it said. The agency also will determine importer assessments for entries in calendar year 2022 in the final results if its CVD review.

In the CVD review, Commerce preliminarily found BGH to be cross-owned with Boschgotthardshutte O. Breyer GmbH, BGH Edelstahlwerke GmbH, RPS Rohstoff-, Press- und Schneidbetrieb Siegen GmbH, and SRG Schrott und Recycling GmbH.

Commerce has ordered liquidation "as entered" at the cash deposit rate in effect at the time of entry for subject merchandise entered Jan. 1, 2022, through Dec. 31, 2022, that was exported by companies that are not under review (i.e., all except BGH) (ADCVDWeb Messages # 3109417, 3110402).

In these preliminary results, Commerce also is ending its reviews of five companies -- Buderus Edelstahl GmbH, Deutsche Edelstahlwerke GmbH, Saarschmiede GmbH Freiformschmiede, Schmiedewerke Groditz GmbH and voestalpine Bohler Group -- because the requests for their review were withdrawn. Any entries from these companies will also liquidate as entered.
