Canada Large Diameter Welded Pipe: Amended Final Results of AD Admin Review
The Commerce Department is amending the final results released in December of the antidumping duty administrative review on large diameter welded pipe from Canada (A-122-863). Based on comments received after publication of the final results on Dec. 13, Commerce determined that it made a ministerial error in a calculation, with the result being that there was no dumping of subject merchandise during the review period May 1, 2021, through April 30, 2022.

The AD rate for Evraz Inc. and its affiliates has been reduced from 9.17% to zero percent, and thus the rate applied to the non-individually examined companies also is now down to zero percent from 9.17%.
These amended final results will be used to set final assessments of antidumping duties on importers for subject merchandise entered May 1, 2021, through April 30, 2022, and are effective Jan. 18.
The new rates, which also apply for cash deposit purposes, are as follows:

Commerce will instruct CBP to liquidate entries from Evraz and the 36 non-examined companies during the period May 1, 2021, through April 30, 2022, without regard to antidumping duties.
For exporters of subject merchandise that were not under review (i.e., all except Evraz and the 36 companies not individually examined), cash deposit rates remain at the level set in the most recent review of each respective company. If the exporter has never been assigned its own AD rate but the manufacturer has, the rate assigned to the manufacturer applies. For merchandise manufactured and exported by companies that have never been assigned a cash deposit rate by Commerce, the all others rate of 12.32% applies.
