Headed Collared Studs Not Subject to AD on Taiwanese Threaded Rods, Commerce Says
Several types of collared studs exported by Competent Technologies International are not subject to antidumping duties on certain carbon and alloy steel threaded rods from Taiwan (A-583-865), the Commerce Department said in a scope ruling issued Nov. 17. The scope of the order doesn't cover the studs because they are headed.

The scope ruling covers five types of Competent Technologies’ collared studs. The studs are used in marine and in automobile industries; in the latter application, they are used to mount side mirrors to cars and truck bumpers to the vehicles’ frames. The studs are made of carbon steel or bronze.
The scope of the Taiwan steel threaded rod order specifies that “steel threaded rod, bar, or studs subject to the Order are non-headed,” Commerce said.
“Because the scope excludes headed products and secondary sources support finding that these five types of certain collared studs are headed, we find the products are not covered by the scope of the Order,” it said.
In its initial argument, Competent Technologies also said its products weren't covered by the order because they aren't straight and don't have a circular diameter. Commerce said it didn't need to address this because its finding that the products were headed is all it needed to make its determination.
