BIS Corrects Entity List After Omitting Chinese Entity
The Bureau of Industry and Security last week issued a correction to its June 14 final rule that added 43 entities to the Entity List, including various Chinese companies that support the country’s military (see 2306120030). BIS said it mistakenly included an entity in its “preamble justification” for the additions “but inadvertently did not instruct, nor provide regulatory text for, the addition of the entity to the Entity List.”

The correction adds China Aviation Development Harbin Bearing Co. to the Entity List, effective June 16. All exports that now require a license as a result of the Entity List addition that were aboard a carrier to a port as of June 16 may proceed to their destinations under the previous eligibility as long as the items have been exported before July 17, BIS said. Any items not exported before midnight July 17 will require a license.
