It also creates new provisions on importer certifications, covered merchandise referrals and anti-circumvention inquiries, and establishes deadlines for industry support comments at the beginning of AD/CVD investigations. Some provisions of the final rule are set to take effect Oct. 20, while others would be effective Nov. 4.
