COAC Releases Some Details of Upcoming Export Modernization White Paper

CBP’s Commercial Customs Operations Advisory Committee will receive several export modernization recommendations in a white paper expected to be presented during the COAC’s June 23 meeting (see 2106070033), the group said. The “Export Operations for the 21st Century” white paper, presented by the Secure Trade Lanes Subcommittee’s Export Modernization Work Group, will “lay out a strategy and roadmap for the next phase of the export process.” It will also outline where export data “actually originates,” who owns that data and how it should be used for export enforcement, the subcommittee said.

The paper also will show how both the trade community and the federal government will “benefit in process efficiency for all modes of transportation for legitimate trade.” The subcommittee added that the paper is meant to be a “living document” that will evolve over time. “It is also a shining example of great work in collaboration between trade and CBP, the Census Bureau and [the Bureau of Industry and Security],” the subcommittee said.

COAC will also make several recommendations during the meeting, including a suggestion to update electronic manifest requirements and expand the current electronic manifest pilot to “full operational status at all ports.” The group will also recommend agencies modify their regulations to “accommodate” the recommendations in the white paper and lift the moratorium on post-departure filing for new applicants. The filing process should also be expanded to approved exporters “based on the enhanced security provided by the electronic manifest filing and as recommended in the White Paper.”

The group added that the 15th COAC was “unable to tackle truck manifest and subsequent reporting modernization.” The next COAC should prioritize “the needs of the trucking industry” and work to modernize “their processes through the progression of the electronic export manifest.”
