China CTL Steel Plate: Prelim Results of Expedited Review for JT Tools

The Commerce Department issued the preliminary results of an expedited review of countervailing duties on carbon and alloy steel cut-to-length plate from China (C-570-048). The agency tentatively assigned Jiangsu Tiangong Tools Company Limited a CV duty rate of 29.43%. The rate is also applicable to JT Tools' affiliates Tiangong Aihe Company Limited, Jiangsu Tiangong Group Company Limited, and Jiangsu Tiangong Mould Steel R&D Center Company Limited.

This expedited review is similar to an extension of a recently completed investigation to cover companies that Commerce was unable to examine in the original proceeding. Unlike in administrative reviews, Commerce will not set assessment rates in this expedited review. Only cash deposit rates will be affected. Like in investigations, any company receiving a zero rate in an expedited review will be permanently exempt from the CV duty order.

If Commerce continues to calculate a 29.43% CV duty rate for JT Tools and its affiliates in the final results of this review, these companies will be subject to a 29.43% CV duty cash deposit rate beginning on the date the final results are published. The final results of this expedited review are due in June.
