announced (here). India says the U.S. has failed to implement WTO Dispute Settlement Body recommendations and rulings. Among India’s claims are that the U.S. continues to assess CV duties during administrative reviews based on new subsidy programs without examining whether such new programs have a “sufficiently close nexus” with subsidies that were the subject of the original investigation. “The United States failed to provide in sufficient detail the findings and conclusions reached on all issues of fact and law it considered material, all relevant information on matters of fact and law and the reasons which led to the imposition of final measures, and the reasons for the acceptance or rejection of relevant arguments or claims,” India said. The WTO has until June 19 to decide on a date for consultations.
