USTR Considers Adding Five Products to GSP for All Countries, Removing Glycine
The U.S. Trade Representative is making five new products eligible for the Generalized System of Preferences program, removing one product, glycine, from the program, and granting seven products from Indonesia, Ecuador, Brazil and Thailand waivers to remain eligible for GSP, it said in a request for an International Trade Commission investigation related to its 2016/2017 GSP review. The letter, dated Jan. 5, requests an ITC investigation into the economic effects of making the following products eligible for duty benefits when imported from all GSP beneficiary developing countries:

USTR also said it is considering removing glycine under subheading 2922.49.4020 from GSP for all beneficiary countries, and requested the ITC consider the economic effects. Finally, USTR asked for the ITC's input on waivers of competitive need limitations (CNLs) under consideration for the following country-product pairs, all of which the agency previously said were in danger of losing GSP eligibility (see 1611150006):
- 0410.00.00 -- Edible products of animal origin, nesoi (Indonesia)
- 0714.90.10 -- Fresh or chilled dasheens, whether or not sliced or in the form of pellets (Ecuador)
- 4011.20.10 -- New pneumatic radial tires, of rubber, of a kind used on buses or trucks (Indonesia)
- 4409.10.05 -- Coniferous wood continuously shaped along any of its ends, whether or not also continuously shaped along any of its edges or faces (Brazil)
- 6802.99.00 -- Monumental or building stone & arts. thereof, not elsewhere specified, further worked than simply cut/sawn, nesoi (Brazil)
- 8525.80.30 -- Television cameras, not elsewhere specified (Thailand)
- 9001.50.00 -- Spectacle lenses of materials other than glass, unmounted (Thailand)
