CBP Finds U.S. to be Origin of Outdoor Units for HVAC Systems

CBP determined that outdoor units for multi-split heating, ventilation and air conditioning (HVAC) systems originate in the U.S. for government procurement “buy American” purposes, the agency said in a notice (here). "Substantial processing is performed in the U.S.," including bending of the heat exchanger, "brazing
of the various connections, and installation of the control box which includes software developed in the U.S. to complete the Outdoor Unit," said the agency. Considering the complexity of the process and the requirement of "skilled worked" CBP found that the outdoor unit may be considered a product of the U.S.
