APHIS Updates PPQ Manuals for Oct. 1-3
The Animal and Plant Health Inspection Service announced changes Oct. 1-3 to Plant Protection and Quarantine (PPQ) electronic manuals. While some changes are minor, other changes may affect the admissibility of the plant products, including fruits, vegetables, and flowers.

Puerto Rico and Virgin Islands Manual: The USDA APHIS PPQ Puerto Rico and the U.S. Virgin Islands Manual (here) has been updated to allow movement of fresh achachairu fruit from Puerto Rico into the continental United States (Docket No. APHIS-2014-0029, effective October 1, 2014). Changes, indicated by black change bars in the left page margins, are on page 3-2.
Hawaii Manual: The USDA APHIS PPQ Hawaii Manual (here) has been updated to allow movement of Allium spp. leaves from Hawaii into the continental United States (Docket No. APHIS-2014-0014, effective October 1, 2014). Revisions, located on pages 3-2 and 3-3 are indicated by black change bars in the left margin.
Federally Recognized State Program Manual: The Federally Recognized State Managed Phytosanitary Program Manual (here) has been revised to do the following:
- Update the list of Figures
- Add information on cooperative arrangements, provisional FRSMP status, and Federal Collaborators
- Add a new Chapter 6, DEEP Process Guide for State Plant Regulatory Officials
- Add a new FRSMP Cooperative Arrangement Template to Appendix A
- Add a Statement of Work for Federal Collaborators to Appendix A
- Add an example of PPQ Form 518, Report of Violation to Appendix A
- Add a link to the Statement of Work for Federal Collaborators to the Federal Collaborator glossary definition
Revisions, indicated by black change bars in the left page margins, are on the following pages:
- Figures: Page v.
- Chapter 2: Policy: Pages 2-1, 2-3, 2-4, 2-6, and 2-7.
- Chapter 4: Roles and Responsibilities: Pages 4-1, 4-2, 4-4, and 4-6.
