China Steel Cylinders: DOT 39 Cylinders Not Subject to AD/CV Duties
Disposable steel cylinders imported by Lenz Sales and Distribution that are marked DOT 39 by the Department of Transportation are not subject to antidumping duties on high-pressure steel cylinders from China (A-570-977/C-570-978), said the Commerce Department in a scope ruling issued Sept. 12. Although DOT 39 cylinders are not specifically exempted from duties, the scope includes a list of cylinder type markings covered by duties that does not specify DOT 39, said Commerce. The company that originally requested the duties on steel cylinders from China told Commerce during the scope proceeding that it agrees DOT 39 cylinders are exempt.
