APHIS Updates PPQ Manuals for Sept. 18-19

The Animal and Plant Health Inspection Service announced changes Sept. 18-19 to Plant Protection and Quarantine (PPQ) electronic manuals. While some changes are minor, other changes may affect the admissibility of the plant products, including fruits, vegetables, and flowers.

Seeds Not for Planting: The Seeds Not for Planting Manual (here) was updated, 09/2014-69, to update the listed khapra beetle endemic countries, to add new certification end dates for approved heat treatment facilities for niger seed, and other minor changes. Revisions, indicated by a black change bar in the left of each revised page, are as follows:

  • Page 2-27: Deleted the words CBP Supervisor
  • Pages 3-3, 3-7, 3-18, 3-19: Updated list of khapra beetle endemic countries
  • Page 2-16: Deleted the word oats and replaced with the word barley
  • Page 3-40: Added new certification end dates for ETO Sterilization (ETO) and I.S.I (Import Sterilization, Inc.)
  • Page 3-49, 3-55: Updated list of khapra beetle endemic countries

CITES Timber Manual: The CITES I-II-III Timber Species Manual (here) has been updated, 09/2014-41, to change contact information for an identifier specializing in CITES wood identification. Revisions are indicated by a black change bar in the left margin of the following pages:

  • Pages 2-9 and 3-9: Deleted the Los Angeles Plant Inspection Station botanist's old address, phone number, and fax number and added the new address, phone numbers, and fax number

Phytophthora Facilities List: The Approved Hosts of Phytophthora ramorum Facilities list (here) has been updated, 09/2014-08, to include the facilities that have been approved and to remove all others. As of September 8, 2014, Only facility numbers 20684 and 22084 are approved to export plants for planting (except seeds) as listed in the Plants for Planting Manual from a country where Phytophthora ramorum (sudden oak death) is present to the U.S.
