China Hand Trucks: Prelim Results of AD Admin Review
The Commerce Department issued the preliminary results of its antidumping duty administrative review on hand trucks from China (A-570-891). The agency preliminarily calculated a zero percent AD duty rate for New-Tec. If the agency's finding is continued in the final results, polyester staple fiber from New-Tec entered between December 2012 and November 2013 will not be assessed AD duties, and future entries from New-Tec will not be subject to an AD duty cash deposit requirements until further notice.

Rates Only Preliminary; Cash Deposit Rates From Previous Proceedings Still in Effect
These AD duty rates are only preliminary, and do not change current AD duty rates. Commerce may still change its calculations when it issues the final results of this administrative review. For now, the most recent final AD rate calculated for each Chinese company is still applicable. If no final AD duty rate has ever been calculated for a company, then it is subject to the China-wide rate of 383.6%. The final results of this administrative review are currently due in January.
Cash Deposit Requirements
Once Commerce issues its final results, new AD duty cash deposit requirements may take effect for some companies, beginning on the date of publication of the final results in the Federal Register.

No shipments. Commerce preliminarily found that another company under review, Yangjiang Shunhe Industrial Co., did not have any shipments of subject merchandise to the U.S. during the period of review. If Commerce continues this finding in the final results, entries from Shunhe will continue to enter at rates set in the most recent previous administrative review.
Assessment Rates
If Commerce continues to calculate a zero percent AD duty rate for New-Tec in the final results of its administrative review, the agency will not assess AD duties on importers for entries of subject merchandise from New-Tec entered between Dec. 1, 2012 and Nov. 30, 2013. If Commerce continues to find Shunhe had no shipments, any entries from Shunhe during the period of review will be liquidated at the China-wide rate.
