USDA Announces FY 2015 TRQs for Raw Sugar & Other Sugar Products
The Department of Agriculture announced the establishment of the raw and refined and specialty sugar import tariff rate quotas for fiscal year 2015 (Oct. 1, 2014 -- Sept. 30, 2015).

TRQ Limits for Raw, Refined, and Specialty Sugar
The FY 2015 import TRQ for raw sugar will be established at 1,117,195 metric tons raw value (MTRV),the minimum amount to which the U.S. is committed under the World Trade Organization (WTO) Uruguay Round Agreements. The U.S. Trade Representative will allocate this TRQ among supplying countries and customs areas.
The FY 2015 refined and specialty sugar TRQ will be established at 127,000 MTRV for certain sugars, syrups, and molasses. Of this quantity, 106,656 MTRV is reserved for the importation of specialty sugars as defined by the USTR.
Specialty Sugar Portion of Refined/Specialty Sugar TRQ Consists of 5 Tranches
USDA will administer the FY 2015 specialty sugar portion of the refined and specialty sugar TRQ (106,656 MTRV) in five tranches, on a first-come, first-served basis.
The first tranche, totaling 1,656 MTRV, will open Oct. 10. All specialty sugars are eligible for entry under this tranche. The second tranche will open on Oct. 24, and be equal to 38,850 MTRV. The remaining tranches will each be equal to 22,050 MTRV, with the third opening on Jan. 9, 2015; the fourth, on April 10, 2015; and the fifth, on July 10, 2015. The second, third, fourth, and fifth tranches will be reserved for organic sugar and other specialty sugars not currently produced commercially in the U.S. or reasonably available from domestic sources.
