Turkey Circular Welded Pipe: Final Results of CV Admin Review

The Commerce Department issued the final results of its countervailing duty administrative review on circular welded carbon steel pipes and tubes from Turkey (C-489-502). The agency assigned zero percent CV duty rates to Borusan and Erbosan, so CV duties will not be assessed on importers of subject merchandise from these companies entered between January 2012 and December 2012. Future entries from these companies will not be subject to an CV cash deposit requirement until further notice. Commerce also continued to assign Toscelik the same CV rate it got in the most recently completed review.

Cash Deposit Requirements

Effective for subject merchandise entered on or after Aug. 27, Commerce is setting new CV rates for three companies. Because two got zero rates, Commerce will tell CBP not to collect cash deposits until further notice, although liquidation will still be suspended. Subject merchandise from companies that didn't get a rate in this review will continue to enter at the most recent cash deposit rate set for that company, and companies that have never been assigned an CV duty rate will get the all others rate. New rates are as follows:

Assessment Rates

For the two companies that were assigned zero percent CV duty rates in these final results, Commerce will direct CBP to liquidate entries between Jan. 1, 2012 and Dec. 31, 2012 without assessment of CV duties.
