China Aluminum Extrusions: More Fishing Boat Accessories Exempt From AD/CV Duties
Telescoping boat cover poles, fishing rod holders, and fishing rod racks imported by TACO Metals are not subject to antidumping and countervailing duties on aluminum extrusions from China (A-570-967/C-570-968), said the Commerce Department in a scope ruling issued Aug. 18. All three are imported in final form and comprise both aluminum extrusions and parts made of other materials, so they qualify for the “finished goods” and “finished goods kits” exemptions, said Commerce.

The rod holders, which are used to hold a fishing rod and reel, are made from aluminum or stainless steel, with a soft flexible PVC liner to protect the rod. Some of the rod holders are designed to be mounted using fasteners, and are imported with the lining already inside. Others are designed to be welded onto the boat, so the liner is in the same box but not inserted in order to avoid damage to the plastic liner while welding. The rod racks are similar to the fastener-mounted rod holders (with the PVC liner already inserted), except there are two to four rod holders per rack attached together on bars.
TACO’s telescoping boat cover poles are two telescoping tubes of anodized extruded aluminum, an injection molded nylon locking device with a stainless steel pin, nylon injection molded end caps, and a snap button made of nylon injection and stainless steel. They are designed to support a boat cover and prevent it from collecting water which could stain and damage the cover.
All four of the products are individually packaged when imported, and sold to the consumer in the same condition. They are, however, combined with other items once imported into the United States.
Commerce found that the rod holders mounted by fastener, rod racks, and telescoping boat cover poles are all “finished goods” that are excluded from the scope of the AD/CVD orders on aluminum extrusions. All are completely assembled at entry, and have both aluminum extrusions and non-aluminum extrusion components that are not fasteners, said Commerce. The rod holders mounted by welding are not fully assembled at the time of importation, but are exempt as “finished goods kits” because they contain all parts necessary for assembly without further fabrication, and comprise both aluminum extrusions and non-extruded aluminum parts that are not fasteners, said Commerce.
