South Korea Polyester Staple Fiber: Toray Asks for Lower AD Duty Rate

The Commerce Department is beginning a changed circumstances review on polyester staple fiber from South Korea (A-580-839) to determine whether Toray Chemical Korea Inc. is the successor to Woongjin Chemical Co., Ltd. for the purposes of antidumping duties. If Commerce finds Toray operates as the same business entity as Woongjin, then Toray will be assigned Woongjin’s AD duty cash deposit rate of 2.13%. The final results of the changed circumstances review are due in May 2015.
