South Korea Cut-to-Length Steel Plate: Final Results of CV Admin Review
The Commerce Department issued the final results of its countervailing duty administrative review on cut-to-length carbon-quality steel plate from South Korea (C-580-837). The agency assigned zero percent CV duty rates to six companies, so CV duties will not be assessed on importers of subject merchandise from these companies entered between January 2012 and December 2012. Future entries from these companies will not be subject to an CV cash deposit requirement until further notice.

Cash Deposit Requirements
Effective for subject merchandise entered on or after Aug. 11, Commerce is setting new CV rates for six companies. Because all six got zero rates, Commerce will tell CBP not to collect cash deposits, although liquidation will still be suspended. Subject merchandise from companies that didn't get a rate in this review will continue to enter at the most recent cash deposit rate set for that company, and companies that have never been assigned an CV duty rate will get the all others rate. New rates are as follows:

No shipments companies. Commerce said the following companies were under review, but demonstrated they had no shipments of wood flooring to the U.S. during the relevant period: Daewoo International Corp.; Dongbu Steel Co., Ltd.; GS Global Corp.; Hyosung Corporation; and Hyundai Steel Co. As such, subject merchandise from these companies will continue to enter at the most recent CV cash deposit rates set for each company.
Assessment Rates
For the six companies that were assigned zero percent CV duty rates in these final results, Commerce will direct CBP to liquidate entries between Jan. 1, 2012 and Dec. 31, 2012 without assessment of CV duties.
