APHIS Updates PPQ Manuals for Aug. 6
The Animal and Plant Health Inspection Service announced changes Aug. 6 to Plant Protection and Quarantine (PPQ) electronic manuals. While some changes are minor, other changes may affect the admissibility of the plant products, including fruits, vegetables, and flowers.

Plants for Planting: The Plants for Planting Manual (here), intermediate edition, has been updated, 08/2014-27, to add information about plants for planting that may prohibited entry as a controlled substance by another U.S. authority's regulations. Revisions, indicated by a black change bar in the left margin of each revised page, are as follows:
- Page 2-32: Added summary of Federal Order DA-2014-33
- Pages 4-147, 4-148: Added Benin, Burkina Faso, Cape Verde, Costa Rica, Cote D'Ivoire, The Gambia, Ghana, Guinea, Guinea-Bissau, Kenya, Liberia, Mali, Niger, Nigeria, Senegal, Sierra Leone, South Sudan, Togo, Ukraine as prohibited entry for Datura spp.
Seeds Not for Planting: The Seeds Not for Planting Manual (here) has been updated, 08/2014-68, to add information about seeds not for planting that may be prohibited entry as a controlled substance by another U.S. authority's regulations. Revisions, indicated by a black change bar in the left margin of each revised page, are as follows:
- Page 2-1: Added controlled substances to contents
- Page 2-27: Added procedures for suspect controlled substances imports of seeds not for planting
- Page 3-25: Revised hemp/marijuana (Cannabis sativa)
FAVIR and Fruits and Vegetables Manual: FAVIR (here) and the Fruits and Vegetables Manual (here) have been updated. There were several reasons for the update:
- Tomato from Various Countries: Updated the list of countries infested with tomato leaf miner (Tuta absoluta) Federal Order DA-2014-33 . The Federal Order is effective August 06, 2014. Full implementation will occur on August 20, 2014. (manual pages 3-38, 3-52, 3-61, 3-86, 3-87, 3-119, 3-123, 3-135, 3-136, 3-182, 3-194, 3-230, 3-231, 3-273, 3-277, and 3-307)
- Tomato from Various Countries: Replaced links to Federal Order DA-2012-21 with links to the new Federal Order DA-2014-33. (manual pages 3-12, 3-35, 3-39, 3-62, 3-91, 3-114, 3-125, 3-157, 3-158, 3-214, 3-216, 3-223, 3-243, 3-251, 3-253, 3-292, 3-321, and 3-333)
- Wasabi from Canada: Added wasabi to the list of approved commodities (manual page 3-59)
- New Zealand: Replaced New Zealand Ministry of Agriculture and Forestry (MAF) with Ministry for Primary Industries (MPI). (manual page 3-226)
- Tangelo from Australia: corrected an error in the import requirements (manual pages 3-23 and 3-24)
