China Aluminum Extrusions: Door Expander/Sweepers Are Subassemblies, Not Subject to Duties
Storm door accessory kits imported by Larson Manufacturing Company that consist of a door handle assembly kit and a door expander/sweeper are not subject to antidumping and countervailing duties on aluminum extrusions from China (A-570-967/C-570-968), said the Commerce Department in a scope ruling issued Aug. 1. Considered separately, the door handle kits contain no aluminum extrusions, and the expander/sweepers are finished goods exempt from duties, said Commerce.

Larson imports the storm door accessory kits from China in a single packaged kit. No additional fabrication is required in order to assemble either the door handle or expander/sweeper and attach them to the storm door. The door handle is made of brass and steel components, while the expander/sweeper consists of an expander made of extruded aluminum and a plastic door-length sweeper.
Rather than consider the storm door accessory kit as a whole, Commerce ruled on each of its constituent parts. The agency said the door handle portion of the kit is not subject to duties because it isn’t made of aluminum extrusions. As for the sweeper/expander, Commerce found that it is a completely finished subassembly ready for installation without any further finishing or fabrication. It also contains non-aluminum extrusion components besides fasteners. As such, the sweeper/expander qualifies for the “finished goods” exemption, and the storm door accessory kit is outside the scope of the order.
