China Chlorinated Isocyanurates: Prelim Results of AD Admin Review
The Commerce Department issued the preliminary results of its antidumping duty administrative review on chlorinated isocyanurates from China (A-570-898). The agency calculated a preliminary AD rate of zero percent for Hebei Jiheng, preliminarily found dumping by the other mandatory respondent, Kangtai, and preliminarily assigned three non-individually investigated companies an average rate.

Rates Only Preliminary; Cash Deposit Rates From Previous Proceedings Still in Effect
These preliminary results are not in effect, and do not affect cash deposit requirements currently in place. Commerce may still change its calculations when it issues the final results of this administrative review. For now, the most recent final AD rate calculated for each Chinese company is still applicable. If no final AD duty rate has ever been calculated for a company, then it is subject to the China-wide rate. The final results of this administrative review are currently due in November.
Cash Deposit Requirements
Once Commerce issues its final results, new AD duty cash deposit requirements may take effect for some companies, beginning on the date of publication of the final results in the Federal Register. Because Hebei Jiheng was preliminarily assigned a zero AD duty rate, if its rate is confirmed in the final results it will not be subject to AD duty cash deposit requirements until further notice. Commerce preliminarily calculated the following AD duty cash deposit rates:

Assessment Rates
As part of this administrative review, Commerce will also calculate the AD duties it will assess on importers for entries of subject merchandise entered between June 1, 2012 and May 31, 2013. If these preliminary results are confirmed in the final results, importers of subject merchandise exported by Hebei Jiheng and entered during the period under review will not be assessed AD duties.
