Japan and UK Ball Bearings: Final Results of AD Admin Review

The Commerce Department issued the final results of the antidumping duty administrative review on ball bearings and parts thereof from Japan (A-588-804) and the United Kingdom (A-412-801). Commerce found that all of the 39 companies under review did not dump subject merchandise, and assigned them zero percent AD duty rates. These final results will be used to set final assessments of AD duties on importers for entries between May 2009 and April 2010. These AD duty orders have been revoked, so entries of ball bearings from Japan and the UK are no longer subject to cash deposit requirements.

Order Revoked in 2011, Then Again in 2014; No Cash Deposits

Commerce issued its preliminary results of this review in April 2011, but duties on ball bearings from Japan and the UK were ended later that year pursuant to a court order (see 11071517). Commerce discontinued its review because the duties were no longer applicable. But in 2013, the U.S. Court of Appeals for the Federal Circuit reinstated the duties (see 14032524). Commerce resumed its review, picking it up at the post-preliminary stage.

However, Commerce again revoked its AD duties on ball bearings from Japan and the UK in March 2014, effective for all entries on or after Sept. 15, 2011 (see 14032524). As such, ball bearings from Japan and the UK are no longer subject to AD duty cash deposit requirements, so the rates Commerce is setting in this review are for assessment purposes only. Commerce found zero rates for all exporters under review, as follows:

Assessment Rates For Entries May 2009 - April 2010

Commerce is using the rates it calculated in these final results to calculate assessments of AD duties on importers of subject merchandise for entries between May 1, 2009 and April 30, 2010. All of the companies under review got zero percent AD duty rates, so Commerce will not assess AD duties on importers of subject merchandise from the companies under review entered between May 2009 and April 2010.
