China Hangers: Final Results of AD Admin Review and New Shipper Review

The Commerce Department issued the final results of the antidumping duty administrative review and a concurrent new shipper review on steel wire garment hangers from China (A-570-918). The agency determined that most companies subject to this review didn't demonstrate independence from Chinese government control, and assigned them the high China-wide rate. Commerce only calculated rates for Shanghai Wells and new shipper Yingqing. The new rates will be used to set assessments of AD duties for entries of hangers from China between October 2011 and September 2012. New AD cash deposit rates set in this review will take effect June 2.

New Cash Deposit Rates Take Effect June 2

For entries on or after June 2, Commerce is setting new AD duty cash deposit rates. Companies that didn't get a rate in this review will continue to get the cash deposit rate set in the most recent previous administrative review, and companies that have never been assigned an AD rate will get the China-wide rate of 187.25%. The new rates are as follows:

Co., Ltd., Liaoning Metals & Mineral Imp/Exp Corp., Shanghai Guoxing Metal Products Co. Ltd., Shanghai Lian Development Co. Ltd., Shanghai Shuang Qiang Embroidery Factory, Shangyu Baoxiang Metal Manufactured Co. In its concurrent new shipper review, Commerce is also setting a new AD cash deposit rate for subject merchandise both produced and exported by Yingqing:

Assessment Rates For Entries October 2011 - September 2012

Commerce is using the rates it calculated in these final results to calculate assessments of AD duties on importers of subject merchandise for entries between Oct. 1, 2011 and Sept. 30, 2012.
