China Service Valves: Prelim Results of AD Admin Review

The Commerce Department issued the preliminary results of its antidumping duty administrative review on frontseating service valves from China (A-570-933). Commerce recently revoked this AD duty order (see 14051316), so the agency will in the final results only set final assessments of AD duties on service valves for entries in 2012-13, and will not set cash deposit rates for future entries.

Order Revoked, No Cash Deposits After April 28

On May 14, Commerce ended its AD duties on frontseating service valves from China after domestic service valve companies didn’t express an interest during a sunset review in keeping the duties in place. The revocation's effective date is April 28. As such, if the revocation stands as issued (e.g., no court decisions overturn it), Commerce will not set cash deposit requirements in the final results of this sunset review, because current and future entries of service valves from China are not subject to AD duty cash deposit requirements.

Commerce Sets Prelim AD Duty Rates

For assessment purposes, Commerce preliminarily calculated the following AD duty cash deposit rates:

No shipments. Commerce preliminarily found that another company under review, Zhejiang DunAn Hetian Metal Co., Ltd., did not have any shipments of subject merchandise to the U.S. during the period of review.

Assessment Rates

As part of this administrative review, Commerce will calculate the AD duties it will assess on importers for entries of subject merchandise entered between April 1, 2012 and March 31, 2013. Commerce said it will calculate a specific AD duty rate for each importer of subject merchandise from the Sanhua Group..Any such shipments entered under DunAn's case number will be subject to the 55.62% China-wide rate.
