APHIS Updates PPQ Manuals for April 14
The Animal and Plant Health Inspection Service announced changes April 14 to Plant Protection and Quarantine (PPQ) electronic manuals. While some changes are minor, other changes may affect the admissibility of the plant products, including fruits, vegetables, and flowers.

Treatment Manual: The following changes have been made to the Treatment Manual (here) to reflect up-to-date information. Specific changes are listed below.
Chapter 5-2 Treatment Schedules T100--Schedules for Fruit, Nuts, and Vegetables
- Page 5-2-83 T107-e schedule - "Citrus" has been added
- Page 5-2-83 T107-k schedule - table is now yellow and black with accompanying explanatory paragraph located above the table
Chapter 6-4 Certification of Cold Treatment
- Page 6-4-5 under Certification Testing heading - phone number for Preclearance and Offshore Programs has been corrected
Animal Product Manual: The following changes have been made to the Animal Product Manual (here) to reflect up-to-date information and corrections. Specific changes are listed below.
Chapter 2-2 Procedures Clearing Regulated Cargo
Page 2-2-4 under Step 2: Place a Hold on the Importation heading - On Hold Shipment Notification Application update has been made
Chapter 2-4 Procedures Special Procedures
- Page 2-4-2 under Certifying Animal Products and By-Products for Export heading - date has been changed in the first paragraph
Chapter 3-1 Reference
- Table 3-1-2 Manual Reference Locator (page 1 of 4) - language has been updated in the first two cells of the third column (And is:)
Chapter 3-19 Swine Products
- Table 3-19-23 Cured and Dried Products from Spain - page reference in footnote #1 has been corrected
Glossary
- Page Glossary-1-2 - text has been deleted from definition for "animal glue"
- Page Glossary-1-22 - "gelatin by-products" term and definition have been added
- Page Glossary-1-46 - text has been changed for "technical gelatin" definition
FAVIR and Fruits and Vegetables Manual: The Fruits and Vegetables Manual (here) and the FAVIR database (here) have been revised to do the following:
- Update the import requirements for persimmons from South Africa by adding an option for irradiation treatment upon arrival in the U.S.
- Update the import requirements for citrus from South Africa, to allow for a pilot program during the 2014 shipping season, by changing the treatment schedule and specifying authorized ports of entry.
Changes in the Fruits and Vegetables Manual, indicated by black change bars in the left page margin, are on pages 3-290 through 3-292.
