APHIS Updates PPQ Manuals for March 6
The Animal and Plant Health Inspection Service announced changes March 6 to Plant Protection and Quarantine (PPQ) electronic manuals. While some changes are minor, other changes may affect the admissibility of the plant products, including fruits, vegetables, and flowers.

Miscellaneous and Processed Products Manual: The following changes have been made to the Miscellaneous and Processed Products Manual (here) to reflect up-to-date information and corrections. The individual changes are listed below.
- Table 3-92 Insects, earthworms, pathogens, and snails - language has been edited in the first cell of the first column (If:); language in the second and third rows (regarding insect organisms) has been revised; a NEW fourth row (regarding earthworm castings) has been added
- Table 3-128 Citrus (Rutaceae): NOT heat treated, sterile, shelf stable, NOR sealed; ENTERING the U.S. AND destined to OTHER THAN Guam. Language has been changed in the second-to-last cell in the second column (And is:); a NEW last row has been added
- Table 3-130 FRESH, CUT fruit - a NEW footnote #10 has been added; directions for mangoes has been updated; and additional miscellaneous corrections have been made throughout the table
- Table 3-132 FROZEN fruits and vegetables - on page 3 of 3 a NEW last row has been added; a NEW footnote #11 has been added; and the language in footnotes #6 and #7 has been corrected
- Table 3-145 Dried tea, herbal tea, herbal infusions, and other concoctions to be boiled - on page 2 of 2 language has been edited in the last cell in the fifth column (Then:)
Nursery Stock and Flower Bulbs Clearance: The job aid Clearing Nursery Stock and Flower Bulbs for CBPAS (here) has been updated, 03/2014-06, to remove an outdated list of countries in Table 5 on page 10 and add a cross-reference to the Plants for Planting Manual.
Plants for Planting Manual: The Plants for Planting Manual (here) has been updated, transmittal 03/2014-25, to revise the list of countries affected with Globodera rostochiensis and Globodera pallida (potato cycst nematodes) to align with those listed in the Code of Federal Regulations 7 CFR 319.37-5(a). Revisions, indicated by a black change bar in the left margin of the revised page, are as follows:
- Page 2-1-16: Revised the list of countries affected with potato cyst nematodes (PCN) to align with the current CFR 319-37-5(a); except for a slight change to Canada as listed in the Canadian Border Manual
