Vietnam OCTG: Prelim AD Cash Deposit Rates Take Effect
The Commerce Department made a preliminary affirmative antidumping determination that oil country tubular goods (OCTG) from Vietnam (A-552-817) is being sold in the U.S. at less than fair value. Commerce also found "critical circumstances" exist for all Vietnamese companies except SeAH Steel, because they increased sales in the U.S. before the preliminary determination in order to get in as much merchandise as possible before imposition of AD duties. As a result, it is making suspension of liquidation and AD duty cash deposit requirements for all Vietnamese companies except SeAH Steel retroactive 90 days.

Commerce will direct CBP to suspend liquidation and require cash deposits of estimated AD duties on OCTG from Vietnam for all subject merchandise from SeAH Steel entered on or after Feb. 25, and for subject merchandise from all other Vietamese companies entered on or after Nov. 27, 2013..
AD Suspension of Liquidation and Cash Deposit Requirements
Commerce will instruct CBP to suspend liquidation for all entries of subject merchandise produced and exported by SeAH Steel that are entered, or withdrawn from warehouse, for consumption on or after Feb. 25. For all other exporters of subject merchandise from Vietnam, suspension of liquidation and cash deposit requirements will begin Nov. 27, 2013. The preliminary AD cash deposit rates are as follows:
